Tilapia Fillets 1/2 lb. Shrimp 1 tsp. White Pepper 1 tsp. minced Garlic 1 Tbsp. Tapioca Starch 2 Tbsp. chopped Shallots 1/3 cup chopped Green Onions 1 tsp. Salt 1 tsp. Sugar Frying Oil Peel and devein 1/2 lb. Shrimp. Cut the Shrimp into smaller pieces, put into a bowl and set aside. Cut 1 1/2 lbs. Tilapia Fillet into smaller pieces and set aside. To marinate the Fish, put it in a large bowl. Add in the Shrimp. Add 2 Tbsp. chopped Shallots. Add 1 tsp. minced Garlic. Add 1 Tbsp. Tapioca Starch. Add 1 tsp. Salt. Add 1 tsp. White Pepper. Add 1 tsp. Sugar. Mix well. Cover with plastic wrap. Put in the freezer for 5 minutes, long enough that it's cold, but not frozen. After 5 minutes, remove from freezer. Put in
